Stephanie Horten
Stephanie Horten is the Executive Director of JusticeLink and has spent more than two decades advocating for people impacted by the criminal legal system. Her work has focused on reducing incarceration, expanding second chances, and improving outcomes for individuals and families across Oklahoma and beyond.
A native Tulsan and graduate of Northwestern University School of Law, Stephanie began her career in private practice before serving as an Assistant Appellate Defender in Chicago and working with the Center on Wrongful Convictions. After returning to Oklahoma in 2013, she helped develop services and resources for justice-involved women and later co-founded Project Commutation, advocating for hundreds of incarcerated individuals through commutation, parole, and reentry. Today, she leads JusticeLink's efforts to create pathways to hope, opportunity, and brighter futures for Oklahomans impacted by the criminal legal system.

Casey Burnside
Casey Burnside is the Director of Operations and Programs at JusticeLink, where she supports organizational operations and program implementation to help individuals impacted by the criminal legal system access resources and opportunities for successful reentry. She has worked in the nonprofit sector in Tulsa for more than 21 years, contributing to efforts that address community needs through food security initiatives, early childhood programs, maternal and child health services, and reentry support.
A Tulsa-area native, Casey earned a Bachelor of Science in Community Health from the University of Central Oklahoma in 2000. Throughout her career, she has worked alongside community partners, service providers, and residents to help connect people with resources and strengthen support systems for individuals and families. At JusticeLink, she brings a broad range of nonprofit experience to support the organization's mission and day-to-day operations.

Nathan Rhea
Nathan Rhea is the Director of Program Quality and Partnerships at JusticeLink, spending the majority of time between the district courthouse, municipal courthouse, and jail, striving to identify ways in which we can better reach and serve our clients while maintaining meaningful partnerships with community providers and system stakeholders.
Nathan has more than nineteen years of experience working throughout the criminal justice system in private supervision, probation and parole, program administration, and project management, in an effort to promote and coordinate system adaptations necessary to improve outcomes and reduce recidivism. Nathan’s educational background includes a Bachelor’s Degree in Sociology/Criminology and Master’s Degree in Human Relations, both from the University of Oklahoma. Nathan’s passion is to be of service to others by empowering individuals impacted by the criminal justice system to maximize human potential for the betterment of the individual and the larger community.

Lisa Black
Lisa Black serves as a Resource Navigator at JusticeLink, where she helps clients connect with the resources and support they need to thrive. Having experienced the challenges of incarceration and reentry firsthand, Lisa views her work as more than a job—it is her purpose and calling to offer hope, encouragement, and practical support to others on their journey.

Gabriel Dennis
As the Community Reception Coordinator at JusticeLink, Gabriel enjoys creating a warm and welcoming experience for everyone who visits JusticeLink. Gabriel is committed to helping people feel supported, valued, and connected to the resources they need.

Ryan Donaldson
Ryan is a Data & Systems Analyst working for JusticeLink through ProsperOK. When not sifting through Salesforce error messages and flow charts, he loves to explore new places (and restaurants) with his wife and dog as well as getting onto the golf course whenever possible.

Sara Foreman
Sara Foreman is the Jail Navigator dedicated to empowering returning citizens as they rebuild their lives after incarceration. Drawing from her experience of being incarcerated at Mabel Bassett Correctional Center fifteen years ago, she uses her personal journey to inspire hope, resilience, and positive change. Through her work with Justice Link, she connects individuals with essential resources and support services, encouraging them to embrace new opportunities and build fulfilling, productive lives. Passionate about advocacy, she is committed to helping others recognize that their past does not define their future.

Trey Livingston
William “Trey” Livingston is a Tulsa-based artist and musician who has served as JusticeLink’s Administrative Coordinator since 2023. As the person who keeps countless behind-the-scenes details moving, Trey plays a vital role in ensuring our office, staff, and programs run smoothly every day.

Kristen Marts
As New Client Navigator, Kristen is committed to helping individuals turn obstacles into opportunities by connecting them with resources and support. She is driven by the belief that everyone has the potential to create a brighter future when given the chance.

Jordan Poulter
Jordan Poulter has worked at JusticeLink as a Resource Navigator since 2022 when it first opened, assessing client needs and connecting them to life-stabilizing services. In his free time, he enjoys following sports, golfing, and hanging out with his dogs.

Rhonda Reed
Rhonda Reed serves as JusticeLink's Municipal Court Navigator, bringing more than 20 years of experience in homeless case management, housing services, and criminal justice involvement. Her extensive background allows her to help individuals navigate complex systems and connect with the resources they need to move forward successfully.

Theodore Reisman
Theo is a Tulsa-based community advocate with a background in public health and children and family services. As an unapologetic member and ally of the LGBTQ+ community, he is deeply committed to creating spaces where every client feels safe, seen, and free to show up exactly as they are. He is a firm believer in the power of mutual aid and brings that same community-first philosophy into every aspect of his work. A writer, drummer, and lifelong creative, Theo brings that same expressive spirit into every corner of his life, including his most demanding role yet: emotional support human to Arthur, his standard poodle.

LaMar Russell
LaMar Russell serves as JusticeLink's Community Reception Coordinator, where he helps create a welcoming and supportive experience for individuals seeking assistance. Passionate about serving those impacted by life's challenges, LaMar believes that consistent, positive support can help bridge the gap between struggle and success.

Tiffani Shaw
Tiffani Shaw is a compassionate Employment Navigator dedicated to assisting justice-involved individuals in overcoming barriers to employment and self-sufficiency. Experienced in case management, resource navigation, and building strong community partnerships to support positive outcomes.

Mary Turner
Mary is a dedicated Resource Navigator at JusticeLink, where she helps individuals successfully disentangle from the criminal justice system. By assessing individual client needs and connecting them to life-stabilizing services like housing, employment, and healthcare, she empowers community members to overcome barriers and achieve long-term stability.

Lacey Wallace
Having experienced the power of second chances firsthand, Lacey Wallace is passionate about helping individuals and families navigate life after being criminally impacted. Through her work with JusticeLink, she uses her lived experience to foster connection, support successful reentry, and empower others to build lives rooted in hope, purpose, and lasting transformation.

Sweetie Horten
Sweetie is JusticeLink's office mascot and resident puppy ambassador. She brings joy, comfort, and a little extra fluff to every meeting while helping keep our office full of love and laughter.
